We are using TRAC 0.11.4 with the TracSVNAuthz plugin 0.11.1.1. Our policy is to have several project administrators with limited access to only the authorization and subversion permissions. We do not give them the full blown trac_root rights. current settings: __grp_allow_manageproject MILESTONE_ADMIN PERMISSION_ADMIN REPORT_ADMIN ROADMAP_ADMIN TICKET_ADMIN WIKI_ADMIN + view rights.
The last thing to fix is adding the subversion Authz plugin to the rights of this user-group.
