I've upgraded from trac - 0.10.3 to 0.13-dev (today's revision)
directly.

I started out with the latest versions of all dependencies on a
completely different host other than the production- Python-2.6.6,
subversion, sqlite, py-svn bindings, setuptools, and trac-0.13-dev.
Brought in my 0.10 trac project folder and repository and did the 3
steps:

trac-admin $projenv upgrade
trac-admin $projenv wiki upgrade
trac-admin $projenv repository resync '*'

Did not encounter any problems during/after the upgrade, as there were
not any customizations to our trac code base either in terms of themes/
plugins. The only plugin that we use is TocMacro and 0.11 version of
TocMacro worked fine with 0.13-dev trac code base.

Is this a safe path for the upgrade on the production machine ie.,
from 0.10 to 0.13? Are there any things to watchout/consider taking
this upgrade path?

or do I have to upgrade in increments ie., move from 0.10 -> 0.11 ->
0.12 -> 0.13 ?
