I had the same problem you are seeing.  This problem was reported in
http://trac.edgewall.org/ticket/10877 and fixed for sites using python
2.5.
I made the changes in the two files listed in 10877 and rebuilt Trac
and it worked fine for me.

I opened http://trac.edgewall.org/ticket/10982 because the change was
not made in 1.1, 1.0.x, and 1.1.x at the time it was corrected in
10877.

Look at your trac/util/text.py and trac/util/tests/text.py to see if
they contain the changes listed in 10877.

This should correct your problem.
