Is it possible to designate a custom field in a ticket as an email field
similar to the Cc: field? I want to be able to have separate fields to assign
people from different functions to a ticket and have them notified when the
ticket is submitted or transitioned.

It would be nice if the fields could also provide minimal validation that an
email address has been entered as opposed to simply a first/last name for
example.
