There's no admin panel besides the user preferences. You have to use the
configuration settings, or a generic config admin plugin.

What about WatchlistPlugin? There is a note about better collaboration
if using both, but is it still of any use, as AnnouncerPlugin also
offers some Watches feature:

I never used the WatchlistPlugin. From the screenshots it looks like it
has a special UI tab to manage the list of watched pages and tickets.
AnnouncerPlugin#Watches does something similar but without the special UI.
