Which Trac version?

Paths (1) and (2) have the same content. Navigating to (3), entering:

old_path = /branches/1.0-stable, old_rev = 13655
new_path = /tags/trac-1.0.3, new_rev = 13568

yields "No Changes" (4).

But it sounds like the issue is that your directories did not have a common 
ancestor?:
