I see. In Trac core this drop-down list is populated from *authenticated* user/session records only. I cannot see, how you could make it come true without faking authenticated sessions, like AccountManager does for administrative account creation. How did you mean to provide user IDs, a list or sort of an all known users query to LDAP, if that can work at all?
