UserManagerPlugin isn't obsolete. It's unmaintained and no one has updated it for Trac 1.2. I grepped the portions of trac-hacks.org that I've checked out and TracUserManager defines IAttributeProvider. Given the error message it seems unlikely you don't have this plugin installed.
