Configure like this, otherwise enable the components via admin page:

Also - does this creates a new Type of ticket? Or, once Trac can create a ticket from a
Trac wiki page how/where does one select this new Type/template in the "New
Ticket" page?
Visit newticket page after creating TicketStencilDefect for "defect" type.
