While your issues may be legitimate, they are more complaints about
the packaging of Trac for your distribution than Trac itself.

For example, "setting the permissions automatically" is very likely to
mean different things on different distributions. Some might use
"httpd" as the web server user, some "http", etc. It would be impossible
for Trac itself to perform this phase.

Your example of Subversion is a perfect case in point. When installed
from source, Subversion does not install a default dav_svn.conf, it is
the Ubuntu package that does this.
