There are no per-owner permissions, AFAIK.
I guess you could tweak the AddComment macro so that users without the
WIKI_MODIFY priviledge can only add comments without altering the rest
of the page.

No, it doesn't.
But the wiki definition should not limit further functionality.
As I can rate it currently, the trac wiki is more powerful than a
standard wiki.
And document ownership is important, to allow efficient creation of
project documentation.

Essentially the trac wiki it can be seen as an "Integrated Project
Documentation Tool".
Thus possibly the title "Doc" would be more adequate (or simply "home",
which would imply the projects home-page).
Just thoughts.
