webadmin 0.1.2dev-r3489.  I'm using a virtual host with trac installed
into /trac.  So the address to webadmin is actually /trac/admin, not
/admin as in the error message.

After installing a new plugin you need to restart Apache.  What you're
seeing is that the plugin has loaded in one Apache process and not
loaded in another.  Restarting Apache will make sure the plugin loads in
all processes.
