Potentially, one could make RSS into e-mail... Supposedly, there should be a way to do just that; you might want to take a look at the following resources, for instance:

Although this may seem a little bit of an overkill, but if getting e-mail notifications is critical, it may just work fine for you...

The same engine could be used for sure. However, the ticket engine
does not send HTML emails, so the information attached with a wiki
change notification would be quite poor.

Probably. However, I think it looks like more a core feature than a
plugin feature.
RSS does not fit your needs ?
