New submission from Ezio Melotti <ezio.melo...@gmail.com>: We could add a note on the issue page that says something like "If you have contributed any patches or you are planning to, please fill in the <contributor agreement> and send it to <address>, specifying your user name/id in the mail." (the second half could be written in the contributor agreement page too). This can be shown to everyone that has not submitted the agreement yet, possibly only when they have submitted a patch.
