We actually are still halfway into doing the split of Tracker subcomponents, I'd say tracker-needle looks like a candidate for early splitting, I'd eventually love to remove the gtk dep from at least the core of tracker (store, libtracker-sparql, libtracker-miner). It's tracker-preferences which fits oddly here, having it standalone is nonsense, I guess it could go together with tracker-miner-fs, at least the settings presented affect there the most, not that I'm fond of it as an UI, either...
