are you using a rubber duck antenna? if you are it could be power cycling. I know anytime I have tried using a rubber duck antenna my OT2m would power cycle itself because RF would be getting back into the system but as soon as I use a mag mount antenna everything works great. also 30 secs at fast seems like a lot in my opion. my system even in wyoming with lack of I-gates is setup at slow speed 5mph slow rate 3600 secs fast speed 45mph fast rate 75 secs. also you need to check your corner settings the default on that is too fast at 5 secs, it should be changed to at least "But no more then once every 15 secs" at least.

But, sitting in the parking lot, it's beaconing every 60 seconds. Could this have something to do with the "switch to fixed" mode? The Nuvi it is plugged in to is not powered when parked.
