I just opened the PDF file from the Argentdata support website and it opens fine in Adobe Reader 9 Version 9.3.3. (Dated 12-09-2009).
I also downloaded the file and also was able to open it in the same program. You may have a security setting for your downloads/file opens that is interferring with your ability to view the file.
