Submitter definition in the 837i

I need to clarify the definition of Submitter.

We will be using a clearinghouse to submit out claims - Whose information
goes into the submitter EDI contact (loop 1000a)?  Is it our contact (we
are a provider) or a contact at the clearinghouse?
