I'll take a shot at this, but others are more knowledgeable than I.
 
The TA1 is only used if requested by the ISA segment, element
ISA14, value of 1.  The ability of the TA1 segment is limited as
you have already seen.  
 
It is meant as a "I got your message" and to indicate if you accept 
it, accept it but contains errors, or rejected it.  True the TA1 can 
send back an error code via element TA105, but this is intended as 
an transmission envelope error indicator.  If you accepted the message 
and it contained functional errors that did not preclude you from 
translating the file, these errors would be reported back better via 
the 997.
 
If you read some of the IGs you will also see that the TA1 is intended
to be used in a "real-time" exchange of information, where the 997
is intended to be more of a batching exchange of information.  I don't
know if this is actually been worked out yet, since all IGs (but the TA1)
including the 997, is wrapped in a ISA/ISE envelope.  Therefore, in 
theory, a 997 could ask for a TA1 in response.  Also some of the guides
(e.g. 837I) state they expect a 997 to be the first response from a 
receiver.
 
So which do you use... confusing... yup!  I hope others will shed better 
light on this issue too.

     I am a bit unclear on the use of the TA1 segment if you have more than
one possible error.  I understand that the TA1 is not a required segment,
but am trying to understand the intended use of it.  If I had 4 errors that
the TA1 would report back to the sender, would I report them one at a time,
or would I send back four TA1's?
 
    My impression from the IG is that I would only send back one TA1
reporting a single error.  This of course could mean that a sender may have
to submit their claim multiple times if they had multiple errors.
