This should be theorically feasible if the card provide a separate
/dev/videoX device for each port;
otherwise it would be trick or impossible.
Lacking such kind of cards, I've neve tried personally.

That isn't straightforward to do; moreover, transcode (yet)
intentionally lacks any device control facility (i.e. port selection or
tuning frequqncy).

I'm personally interested on those kind of tasks, but I lack hardware to
test :(
