The --frame_interval option doesn't currently work for anything except
the im, jpg, and ppm export modules, and --export_fps won't actually
reduce the amount of data in the file (it'll just tell it to play faster)
so it's probably not what you're looking for.

I've just committed a patch to CVS HEAD that seems to do the Right Thing,
but I haven't tested it extensively, so use at your own risk.
(Francesco, feel free to revert this if it breaks anything, though I'm
pretty sure it doesn't affect transcoding without --frame_interval.)
