Then I guess the Translate Toolkit package should be updated to have a
dependency on xapian-tools, unless we demand a late enough version in
the dependencies (but then the code also needs to be patched to remove
the test). Alternatively we can mandate it in the Pootle dependencies,
since this will only get executed under Apache in Pootle (not other uses
of Xapian in the toolkit).
