I have filed an enhancement ticket requesting some new features in the registration workflow to allow convenient human moderation of registration, or at least activation.
http://bugs.locamotion.org/show_bug.cgi?id=2679 I am on a 2.0.5 release and not the latest, so I do not know if any such changes have already been implemented. if not, I would like to make an appeal that such a feature be considered a high priority as the spam registration attack that I have been experiencing ultimately poses a threat to the validity of the translation data itself that is not readily recoverable. If the forum spam-bots have found me, it is only so long before they find other Pootle instances and this becomes a more widespread problem.
