It sounds like you are translating into Central Kurdish (Sorani) and
you might want to use a code like ckb instead of ku.

The ku_TR locale in Linux is defined as using a latin script (Hawar alphabet).

If you want I would be very happy to help you land a glibc (and CLDR)
locale for ckb.  That might be the best longterm solution to your
issue as well as doing a better job for all FOSS users of Sorani.
Sorry I don't have a Pootle-specific hack for you that would enforce
the alphabet, but I would put some thought into not using ku as it
will only lead to confusion down the road.
