I'll take another look today or tomorrow, but I'm pretty sure I imported
everything that could be imported. Some things were broken into separate
messages, as some parts were reusable year-to-year and other parts were
not. Those need to be retranslated :/

At any rate, I'd most likely have to do it manually too, so feel free to
help. This is with the understanding that you won't have to do any such
translating for future surveys, so hopefully worth the effort :)

Apologies for the trouble! We should have done this refactoring a long time
ago.
