No - 

TVs contain a receiver - in the US Part 15 contains some specific 
requirements for testing the rf inputs.  For Europe the relevant specs 
are EN55013 (emissions) and EN55020 (immunity).  

VDU  - in the US the general requirements for a digital device have to be 
met (either Class A or B as appropriate).  For Europe (and most other 
countries) the relevant spec is probably EN55022 (CISPR 22).  For the US 
certain minimum system configurations have to be met for the VDU which 
connects to a PC (such as a CPU, Parallel and serial peripherals, 
keyboard and display).
