[TriLUG] howto determine max file handles

Does anyone know the algorithm  used to determine the max open file handles a system could support.
I believe I know where to set the value:

1. ulimit in /etc/profile
2.  /proc/sys/fs/file-max
 

I just need to know what the max should be based on things like (memory .... etc?)
