Use sudo?

Generally, installing system packages needs to be done by 
root.  First and foremost, only root should have write privileges
to system directories.  Second, only root should have write 
privileges to the rpm database directory.

Using rpm, however, to examine packages, install src rpms 
to a local setup, query installed packages, etc.. work fine
as non-root.
