Take a look at http://ncsu.transloc-inc.com/ . This is a pilot project
for a new company started by former NCSU grads for real time tracking
of buses, etc. The company web site is

I have no connection with the company but do work at NCSU. How usable
this would be in your need I don't know. I don't know how they get the
positional information sent back.
