O.K., I'm getting somewhere because the script is no longer opening as a text document revealing the source code. But...I am now getting a 404 error.
I then sudo chmod 0755 /var/www /cgi-bin/ and sudo chmod 0755 /var/www/cgi-bin/env_variables.pl. Still no luck, any ideas why the script won't execute?
