Since I seem to be the only one awake at 1am, one more data point...
The drive seems to run fast and smooth (not bursty) when I hook it up to my 2.4 GHz laptop, which is much newer than the Dell PC, and has USB 2.0 built in. Makes me think the problem is in the USB card.
