This kind of urban legend doesn't really do anybody any good. Focus on
being sensible about securing the services and devices that you use.
Again, I would urge you to look into Tor (http://tor.eff.org/) and
similar.

There is, however, a grain of truth in what you say above. There are
apparently many, many "unsecured" webcams out there that you can

This one works for me, for example:

Seriously though: look into Tor.
