rgmanager is the system service that is responsible stopping and starting scripts, mounting filesystems and starting VIPs. However, if the VIP is not coming up it might be a problem with your configuration. Check the messages file when starting the nodes to see if you see an error when starting the IP resource you have configured. You can manually stop and start services using the GUI configuration utility or clurmgr (this might be slightly different, I don't have access to my cluster at the moment to confirm this command, but check the cluster man pages for more information)
