Yeah, we tried uninstalling the package with a number of "force this"
and "force that" options. Then we tried manually removing all the
files in the package and eventually hosed something good. "man" stopped

Since it was a fresh install of CentOS, we decided to wipe it and
re-install the OS. Another mystery left unsolved...
Did you try rpm --rebuilddb?
