Ixquick looks decent at first glance but they push proprietary browser  
plugins to their users (see  
http://us2.ixquick.com/eng/download-ixquick-plugin.html). It's also rather  
suspicious that they operate with so many names, including generic ones like  
"startpage."

Scroogle OTOH is rather neat and I've used it before. I seem to remember them  
publishing the source code somewhere, but can't remember if it was under a  
free license or not. Regardless, since Scroogle depends on Google, that means  
Scroogle is vulnerable to Google trying to lock them out, as Google has tried  
to do many times.
