This fact alone doesn't seem to warrant a whole different distro IMO.  I  
understand something like Musix which has a niche or something like UTUTO  
which is gentoo based.  However this simple problem could be solved by a  
tickbox in the installer saying do you want to install an OEM (I think this  
is the proper term here) version without patented audio/video codecs.
