I don't know exactly what determines if a program is reccomending non-free software. Mentioning, linking to, etc is reccomending though based on my communications with those more familiar with these issues (RMS, FSF, Trisquel, etc). That said I don't know what happens when a program links to a web site that reccomends a non-free component and that component is also available under a free software license (which may be the case here).
The new version has three pieces I belive. One is the main emualtor, two is
an extension to add features and this is under a non-free license, three is
an extension that may or may not be free depending on where you get it from.
I believe that third extension is available from the repository under a free
software license.
