I turned the keyboard on and off using the Universal Access setting to
test if it was the same thing you are referring to. But now I have
another problem: after I disabled it, the keyboard is still being
displayed when I lock the screen.

I couldn't find a GUI to fix that, but you can disable it with the
following command:
  gsettings set org.gnome.desktop.screensaver embedded-keyboard-enabled
false
