I think it depends on your hardware. My EeePC X101ch has only the left  
speaker and it's good enough for me. Have you tried using ear/headphones? Do  
they have low volume as well?

Do this:
1. Open Terminal
2. Type alsamixer, press Enter
3. Check if all your bars are full.
4. Press ESC to exit.
