Probably the xchat icon is scalable unlike the other icons or vice versa.  
Probably the simplest solution to "synchronize" their sizes is to try  
different panel sizes. Holt Alt and right click on the panel > properties >  
size.

Or then you could right click the xchat icon and replace the icon with a  
similar icon as the others (scalable or non-scalable, i.e. vector or bitmap  
image)
