It is actually really simple. Take for instance this page from ubuntu help: https://help.ubuntu.com/community/Privoxy

This will give you the default configuration. You can see a complete list of rules with explanation at /etc/privoxy/default.action (do not edit that file), and you add your rules to match-all.action in the same folder (edit this one).
