It is true that anyone who is detected to be using Tor will be considered  
"suspected". HOWEVER, once they get inside the network, they are "lost in the  
shuffle". If they use a "strange" user agent like Ipod, they will be easy to  
follow on the exit relays, no matter how much "new identity" they make.
I meant that and not the other way around =)
