You said the binary is non free but one of the Cisco PR members said if you  
take the BSD licensed source and compile it, that it will match the binary  
you download.

Users don't pay because only Cisco is authorized to provide a binary on their  
website (Firefox will download from their servers and not bundle) and take it  
up the turd cutter by reporting downloads to the MPEGLA and paying licensing  
fees on that.
