Use the GNU all-permissive license https://gnu.org/prep/maintain/html_node/License-Notices-for-Other-Files.html#License-Notices-for-Other-Files, a well-known permissive license or CC0.
You cannot just "declare it public domain" in many jurisdictions outside US and UK, so it would need an additional free license. CC0 is practically equivalent to public domain with a fallback permissive license. The GNU all-permissive license is much shorter and easier to understand.
