If commercial organisations can identify users using a combination of data then I'm sure a spy agency can, but such an agency is less likely to sell your data. In fact they probably keep it more securely than a multi-billion dollar business that can shrug off any fine.
The ISP knows what address was assigned to a customer at a given time, at
least as long as they keep the logs.
