I think it's a free software with a "permissive touch".
The fact that a piece of software is permissive might be a problem but it can't be solved by the users. Even if they make a new program out of it and license it under the gpl, the old version is still out there and can be used by developers to make a proprietary program. But we can use this program without any hesitation since it's free as in freedom.
