IP blocks are terrible. I would be strongly against this move. All they end  
up doing is effectively banning the use of proxies, like Tor.

It would be better to implement some kind of privilege earning system (e.g.  
earning the privilege to post without moderator approval). Then doing this  
kind of thing just wouldn't be worth it, because you'd have to spend a month  
or two re-earning the community's trust each time (and not allowing it to be  
known that you're a user who had your account deleted, in the process).
