Yes, the Internet Archive -- https://archive.org/ -- you can upload via FTP and either link to the upload (or any of the derivative files the site generates for you) directly by using the download.archive.org-based URL. This is particularly important if you want to make a webpage that refers to the video hosted there in an HTML5 video element. You can also link to a page hosted at archive.org.
As far as I know there's no Javascript requirement to make an account or submit to the site, or (in your case) use the site, so therefore there's no non-free Javascript requirement.
