The Ivy Bridge CPU's are good. Skylake is a bad idea definitely.You could get  
an Ivy Bridge without vPro and the other shady Intel stuffs.Perhave an  
upgrade to 3770K processor. It would still be HD4000 though.
For libre a PCI-E GPU is a bad idea,they just don't run on free distributions  
(because of the libre kernel) but if they did you'd rather have an AMD  
GPU,because radeonSI is better than Nouveau gamingwise.
