Define "needs".  GNU predates Linux, most of GNU can run on different kernels  
(including Windows), GNU GRUB boots any kernel, Linux uses the GLIBC and is  
compiled with GCC (Linux would not even be born without those two GNU  
projects), it is under the GNU GPL, etc.
